with the completion of the bridge, a tunnel, form-
ing the bridge approach on the west side of the
river, was completed by a corporation known as
the St. Louis Terminal Railroad.
The original idea was for the eight trunk line
railroads, then having terminals on the east and
west banks of the river, to operate their own
motive power over the bridge and to maintain
separate passanger and freight depots. However,

even before the bridge was completed, it was real-
ized that this was impractical. To overcome this
difficulty, the bridge and tunnel companies fos-
tered the organization of two terminal companies,
the Union Railway & Transit Company of St.
Louis, and the Union Railway & Transit Company
of Illinois, to construct and operate a system of
tracks on both sides of the river. This system
acted as a connecting link for the various railroads
