light road-switcher.
- Baldwin called this a ... "locomotive for road transfer service"
- if powered by an 8VO engine the single exhaust stack places the design to before War Production Board restrictions were lifted in 1944
- Baldwin Bulletin 193 calls this a ... "road transfer locomotive"
- if powered by an 8VO engine the four exhaust stacks places the design to after the War Production Board restrictions were lifted in 1944
